Evaluation Capacity Development in Mozambique


The energy facilitation programme “Access to Modern Energy Services – Mozambique” (AMES-M) implemented by the German Development Agency GIZ assigned RWI to help establishing local capacities in the realization of baseline studies, notably on micro-hydro activities to be realized in Manica Province.

Capacity Development in Impact Evaluation for Mozambican Researchers
The ecol team member Gunther Bensch as researcher at RWI led a capacity development project at a university in Mozambique. The aim of this project was to establish and institutionalize local capacities in the realization of impact studies with a focus on energy access intervention. For this purpose, sample baseline studies have been conducted under scientific supervision of Gunther and a colleague. On-site guidance has been provided during two distinct two-week missions complemented by remote backstopping of the data collection period in the field as well as the reporting phase. The collaborating Mozambican researchers learnt how to collect reliable and representative micro data on how to analyse the collected data and to report meaningful, evidence-based findings.
